PHT's position on the Future Home Standard

Thank you to all who responded to the Future Homes Standard consultation, which has now closed (27 March 2024). The Trust believes the FHS proposals do not go far enough and that there should be recognition for an enhanced fabric standard.

Summary of the Trust’s activities

As well as providing draft responses to highlighted questions within the consultation, the Trust has:

Collaborative voice

Signed a collective industry letter and encouraged others to do so.

Call for higher standards

Sent a private letter urging the Government to recognize a higher (voluntary) standard within the FHS from 2025 onwards. In summary, our proposals are: 

1. All-electric new dwellings certified to meet the exacting Passivhaus standard should be deemed to satisfy Approved Documents Part L 1A. Passivhaus dwellings will achieve better energy efficiency, equivalent CO2 emissions, lower running costs and better comfort conditions than those built to the proposed Future Homes Standard Options 1 & 2.

2. Local authorities should be allowed to set a higher standard than the Building Regulations within their local plans, should they wish. If there is a desire to minimize variation in standards across the UK, then one of the existing variations currently in force – in London (set by the GLA) or in Scotland (proposed by Alex Rowley MSP and the Scottish Government) – could be recognized as an accepted aspirational option.
